HOMETOWN: Neon town.
HISTORY:Richter was born and raised in Neon town. He never knew his dad and didn't care about him at all. In his opinion someone who leaves a women with an egg, isn’t worth knowing. His mother on the other hand never got over the fact that his dad left her, going to the bottle and leaving the young Meowth to fend for himself.
At the time Neon Town was only a gambling city, no crime as law enforcers patrolled the streets and arrested troublemakers. On the other hand no one looked up when they saw little children run around on the busy streets, this was the same for Richter. He spend most of his childhood staring into the windows watching all the different casino games. Mesmerized by the sounds, light, wild emotions and of course the pay offs. Neon Town wasn’t exactly kid friendly there was a private school but the Persian’s family was too poor to afford enrolling him, even if they had the money Richter’s mother wouldn’t have done so. She used her wage to buy food and off course alcohol for herself.

On a particular day he noticed a large lines of limousines going into the city. Out of the cars came a large amount of fancy dressed players. He later gained the knowledge that these players were the “High Rollers”. A group of Pokémon that played for large stakes and made gambling their profession.
The Persian looked on as jealousy brewed in him , he wanted their luxury, their appearance, the large amounts of food and respect people gave them. He wished that he was one of and on that day the Persian vowed that we will become a professional Gambler.

One day he came back home and saw that his mother left, her only explanation was a note with ‘I’m sorry.’ The landlord soon kicked him out when the rent wasn’t paid and Richter began wandering throughout the city, looking for means to survive. The Persian caught the eye of an older Hypno, that man saw that the feline has potential and took Richter under his wings, fed him, gave him shelter and taught him how to con people with gambling games on the streets.
Over the years his dexterity improved greatly, a necessity since the Hypno accomplished his cons with psychic powers. Where as Richter had to copy them with just his natural skill and dexterity.
Even if his cut from the jobs were far smaller, Richter didn’t care since he could play the games, not to mention that he was grateful to the Hypno for taking him in.
Richter grew proficient with typical conning games like Three-card Monte and the shell game.

One day a con went wrong and the Hypno tricked Richter in taking the fall for him. Since Richter was still a young teenager he only got community service as punishment and the warning that he’ll be blacklisted on several major casino’s around town if he’s caught again. The Persian was horrified, not to mention bitter that another person he trusted left him again. He didn’t want to ruin his gambling career before it even started Richter quit the con-business. Instead he did any job that was offered to get a living and to start saving up for when he was finally allowed in the casino’s.

Richter wasn’t the only thing that changed. Neon Town slowly became the local hub for several smaller criminal organizations. They took control of town and drove off all any law enforcers that weren’t corrupt. One day however all of them became sub-clans of one crime syndicate: “ The Red Veronica’s” , an all female syndicate led by a Gardevoir named “Lil' Red”.
Crime was at an all time high and most casino’s in the town, not to mention the local power plants came under their control.
Richter ignored his dwindling state of his hometown, telling himself that it was their own fault and only concentrated on gathering enough funds to start his career.

His 21th birthday marked the day that he evolved into a Persian but more importantly, at least for him, the age when he was allowed inside the casino’s.
The first couple of months afterwards Richter took his time sampling all the different kinds of games.
Between his gambling spree’s he did any job he could around the city, to refill his funds. He didn’t care what it was, illegal or not, if it just paid well. The Persian however drew the line at stealing and violence. The Persian caught the attention of the Lil’Red, the Gardevoir was mesmerized with Richter’s eyes and gave many invitation for him to join her. Richter always refused. Fed up Lil’Red used Attract on him, what happened was an experience Richter would never talk about.

Richter buried the experience with gambling, he delved even deeper and deeper getting more lost as time goes by. Over the years he lost far more then he won. Richter however didn’t care and lost himself completely in the Casino’s.
His big break came three years later when he bid three/quarters of his funds in a game of craps and won. Overjoyed and getting cocky Richter continued betting and winning. After that followed a long winning streak for the Persian. The more he won, the cockier he went, even going so far to defy the mafia.

This infuriated “Lil' Red”, not only because Richter defied her, she was still trying to convince the Persian but she also noticed that a lot of gamblers were following his example. Getting cocky, thinking that their luck would win out in the end. Even against her.

She decided that she will make Richter an example. She wanted to show that Neon City is under her control. Luck or no luck, you listen to her.
Later on, her right hand girl, a tall Dragonite. Gave an invitation to Richter for a private game of Texas Hold 'em." ?

Far too overconfident Richter accepted, he was taken in one of the mayor buildings, a private floor with only him, Lil’Red and two of her officers a Luxray and a Dragonite.

The Persian played with the best of his abilities but the Gardevoir cheated and read his mind. Richter lost everything.
Far too prideful and stubborn, Richter demanded a rematch. Double or nothing. The Gardevoir accepted with a mocking laugh and restarted the game.
He lost again. With nothing else to pay the debt for Richter pleaded for another game.

She refused.

Now Little Red didn’t want to kill Richter, her own emotions for him combined with the thought that dead is an escape made her give her next order.
She ordered her associates to torture him and to take out his right eye, as a “Gift to close off a wonderful evening. To make sure that he never forgets what happened here.”

He was kicked out of the casino. Pedestrians found him quickly and brought him to a local hospital.
This event sobered him up nicely. He realized that he has an addiction, an addiction that took away his eye. He left Neon town and got himself registered in a rehabilitation facility in Saffron City.

In rehab he had a hard time adjusting. He was used to taking care of himself without people supervising. He did grow used to it eventually. During his time there, Richter also did several exercises to help him regain his depth perception.
In rehab he also met his best friend a Bisharp with an unusual colour. He still has contact with him to this day.

Two years later, Richter left. Three Persian still enjoys playing the games.
But he realizes that addiction is a strong thing and he could relapse in the heat of the moment. To help remind him why he stopped, he began carrying a plastic eye in the same pocket as his lucky amulet.

The Persian started wandered again. From city to city doing odd jobs here and there to survive. On one of his trips he visited Nimbassa. He rarely speaks of all the events he experienced there.

It was fate or one might even say luck that Richter found himself at the gates of Pokette.

HOBBY: Richter was an avid gambler, he still play a lot of games but toned down on the gambling.
He enjoys a good drink now and then.
JOB (In Town): Richter is currently writing an romantic advice column for a local newspaper in Poketopia. He does this from his home computer, with Evelyn his private editor.
FAVORITE FOOD: Steak.

ACCESSORIES: His eye-patch, which because of an accident happened to be lined with Destiny Knot, six dices, two decks of playing cards, several coin pieces, his lucky amulet and a plastic eye. (Most of them located in his pocket.)
Extra Info
-He's quite good at gambling but to his dismay doesn't excel in anything else.
-He tends to flirt with every female he encounters, except the ones that look really young. Not because he wants to get into a relationship or a friend at night but because he likes seeing the reaction of his flirtations. Kinda like a romance troll. Now that he is engaged this has digressed a lot.
-Used to be a conman when he was a teenager.
-Bug is a gambling term for the Joker card.
-Is uncomfortable around Gardevoirs, Dragonites and Luxray's since his encounter with the mafia. During his time here in Pokette he slowly grew used to their presence however.
-Richter also has a ponytail but you can't see it in this picture.
-When he gets nervous or drunk his Brooklyn accent comes out.
-When asked about events in Nimbassa he always replies with :"What happens in Nimbassa, STAYS in Nimbassa!"
-He's very vain in his appearance, that's why he wears quite fancy clothes even though he's broke most of the time.
